game breaking locate the enemy quest disepeard after i started the game

i started the game and it auto completed the quest before it, the quest after strong arm. ive tried everything ,restarting the game, trying to do it co op whit my friend seeing it, reinstalling the game. traveling back and fourth, going to the area were its mean to be. its not in my mission log and i cant progress further into the story. ive submitted a ticket 3 days ago, number 30742064. and no help yet. other people had had this problem before, please solve it. add the quest to my character.
