Enforcer gear is Bind on Equip but cannot be sold on GTN

So far I have gotten two Enforcer adaptive armor shell pieces in Command Crates:

 

Mandalorian Enforcer's Helmet

Underworld Enforcer's Jacket

 

Both are Binds on Equip and may be moved into legacy storage and so on, but when you try and sell either on GTN you get a message like:

 

"You may not sell Mandalorian Enforcer's Helmet."

 

There is nothing marked on the gear to indicate this status.
