Thereare much less classes / players able to wear them :l I have had two of the light sabers drop for me, but none of the dual sabers. I don't think there are more dual sabers dropping, I just think there are more listed on the GTN because they aren't being bought as quickly as the single sabers (for the reasons you specified).
