Stutter on high-end system

IMPORTANT UPDATE: The situation was fixed by switching from Fullscreen to Windowes (Fullscreen).

Hi guys, I just got back to the game after 4 years, and I remembered it as awesome, so I payed for a month's sub to get the full experience from the get-go.

Now when I play, I find that I constantly get graphic-stuttering, as if the game is lagging, but the ping is between 45-50 ms, so it can't be that. I have a high-end machine with a fast, cabled connection, so I know it's not those, so I'm thinking its a performance/optimization/campatibility issue from the games' end.
