Combat Technique not working?

Hello,

 

I recently started a Jedi Shadow, when I hit level 12 and auto-unlocked Combat Technique to replace Force Technique, I instantly found I could no longer use Force Breach... I found that strange. It re-unlocked when I gained the Force Breach passive change. If you hover over the Combat Technique icon it says "50% chance to deal additional 0 damage on your hits", also quite odd, why is this so?.

 

I am not convinced it is working, I don't feel like I generate a great amount of threat or have additional bonus armor, is there anyway to check that the Passive bonus is active??
