All republic characters or just the one who already had it open in collections? Originally you had to account-unlock on a character that didn't have a character-unlock of the item(1), but that was supposed to have been changed (so that you can get a character-unlock and immediately convert it to an account-unlock without having to log onto a different character) a fair while ago. (1) My oldest account-unlocked item was done like this. I bought the Aratech Rose when it was on sale(2), activated it, then had to switch to a different character to unlock it for the others.
