Relic of the Eternal Combatant has wrong stats

Relic of the Eternal Combatant should be giving alacrity and crit (two tertiary stats), not power and crit (a secondary stat and a tertiary stat). You can see this from the tank relic which gives shield and absorb (two tertiary stats) instead of defense and absorb. Furthermore, tertiary stat proc relics give less of the stat than secondary stat proc relics (966 vs 688 for ultimate exarch) while Eternal Combatant gives the same power as the tank relic gives shield (both 412, when shield is more valuable than power on a relic) which leads me to conclude the Eternal Combatant Relic is underitemized unless the proc is changed to alacrity and crit.
