Yes, anything that is "bind on equip" or has no binding can be put into your Legacy Storage and passed to other characters. Having one character craft items for another is the normal way things work.

(Or, to put it another way, anything that is not "bound" can be put in Legacy Storage.)

 

When it comes to Legacy perks, some are legacy wide, but some are "per character"

You can also use legacy armors to exchange them between toons. Same for weapons and offhand, but those are harder to come by (and in my opinion, those are ugly).

 

Earpieces, Implants and Relics cannot be exchanged in this manner.

What can be transferred between toons in the same legacy? Can I have one toon (trooper) make a mod or armoring and put it in legacy storage and another toon (knight) use it?

 

as the above poster said you can transfer anything that is not bound or is bound to legacy. a further clarification, is that you can also send armors, mods, etc. that are bound, by putting them into a legacy piece and then sending the piece. effectively, this lets you buy a piece of gear with one toon and then send it to another, but it only works with the insert armors, mods, etc. it does nothing for implants, relics, and earpiece.
