So not the top 3 strongest jedi council members overall but of each era.

So the strongest in the old republic era meaning the time of Exar Kun, Revan, the SWTOR then during the dark ages or Darth Bane during the prequels and then during the New Jedi Order.

So who do you think are the top 3 for each era?

I can only make a sound judgement for the prequel.

So 1.Yoda, 2.Mace Windu, 3.Obi Won.

If you take the late NJO era:

 

1. Luke Skywalker

2. Jaina Solo

3. Kyp Durron

 

 

I don't think we have enough data about the other eras to make a very good judgement.

Well the problem during SWTOR era is number 3.

The first and second are easy to find out.

1.The warden of the order

2.Satele Shan.

3.Well kinda hard to do that, Jaric Kaedan the jedi who captured the dread masters, Tol Braga the jedi warrior who could fight for 3 days and nights, Syo Bakarn well there a lot to chose from and hard to say who is stronger among them.
