It's one of 2 reasons - either someone using the GTN as a vault, or hopefully catching someone unawares to buy their stuff (probably the second thing). If someone is buying up lots of materials for the Crafting Conquest for example, they'll just keep clicking on the buy thing, not realising they are paying 1000x what the material is usually worth.
