Think more strategically. Force sensitives are a quite small percentage of the overall population, plus Sith are highly likely to turn against you (as we seen it, it already happened). Even the Wrath, who you trusted enough to grant him immortality, turned on you (and your new one did too). The Hand arent combatants, rather heralds. The Children are sleeper agents, not an actual straightforward army. See? The Empire may turn against you, but you will always have the most elite soldiers in your personal army, who will obey you without thinking, unlike the Sith. Manny dignitaries use elite special operations as bodyguards on top of their already top tier bodyguards. I se nothing special about it. The level of paranoia often dictates the size of the contigent. It harkens to the movies, so yet another reason to use them from a dev standpoint.
