I think this might be a bug or an oversight. It a stronghold decoration, so one should be able to throw the ball to anyone in the stronghold. It seems to me that if stronghold access can be cross faction, interactive decorations should be cross faction as well. If it is there as an anti griefing measure, it's unnecessary, even in a publicly listed stronghold. Anyone with a silver or gold key can kick troublesome players entirely. The reason I bring this up at all is because I held an open event for fellow players and found out at the event that the Huttball portion had to be cut entirely. For all of the event aspects I thought to check ahead of time, I didn't think to check if the decoration had faction limitations since opposite faction characters would have had to be invited or holding keys to use it.
