We've modeled ourselves as an endgame social guild with a number of set raid teams, a pool of players interested in endgame to do pick up groups within the Guild, and the support to organize more if people want to. We're also active in Conquest and have a small core of good PVPers, and an active group of "Diplomats" busy arranging social events for everybody. Also, for the 'learn more about the game' part, we host a weekly "Beginner's Op Nite" on Mondays at 9pm to teach people new to Operations the mechanics of the fights. That might work well for you.
