Rating 208 - Which is it, Level 61 or Level 64?

There is an inconsistency with crafted items that have a Rating of 208. It also applies to Rating 200 items as well.

 

Blue Looted items have a Level requirement of 61 and have a Rating of 200. The purple version of the looted Level 61 gear has a 208 rating.

 

When it comes to crafted Auxiliary slot items, such as Relics, Earpiece, Implants, Wieldables, etc. Level 61 has a Rating of 200. The Purple version is also Level 61 and has a Rating of 208.

 

Armorings, Enhancements, Mods, Hilts, and Barrels start out as Level 60, with a 200 rating for the blue version. The Purple version, with a Rating of 208, jumps up to Level 64.

 

The MK-16 crafted items that were introduced with 4.1 have a 212 Rating for Level 64.

 

This makes the Armorings, Hilts, etc inconsistent with the progression of Loot drops and the Mk-16 crafted items. Shouldn't the Armorings and the like all be Level 61, with a 200 rating, at blue and Level 61, with a 208 rating, at purple? Otherwise, what is the point of having a purple version of the armorings and such, when the MK-16 gear is that much better at the same level?

 

Correction - Augments are Level 63 and 64, instead of 60 and 64. These are also inconsistent with the progression in Rating vs Level with 4.1
