If you could buy the grade 8 mats, exchange them and then sell them back for more credits, THAT would be an exploit. This is intended and will go away with Chapter 11. But also, going back to OP, agree that the grade 9 white mats are massively over-priced at the vendor, and yes, although you can run missions for those, there is only 1 mission available per gathering skill, so you can't really get enough mats for crafting from gathering alone. The bloody vendors are standing next to each other, the patch notes said the exchange vendor will be there for a month.
