And even if you've bought them with CC, you still need to go to the fleet* to reactivate them again first. (It's free, but you still need to go click those buttons xD) * Well, the fleet or one of the SH stations that are located on the various planets. But the fleet's definitely the easiest way to do it, since you've got all SH stations there, rather than having to visit each planet one by one.
