I say go Cargo.It will take a longer time to build up a good ground force after the game start but easy to build a strong fleet once the game started. Not really it was just my experience from 1.0 .It took me forever to build up a decent ground force.It was easy to build a strong powerful fleet. I wouldn't swap anyway J, I spent way too much time on my fleet and ground forces. However I am also careful about what I let potential enemies and allies have.
