I have completed all the available chapters and leveled him to 65. He has not received the legacy ability or legacy unlock for Imperial Agent. If you started the character at 60, you are not supposed to be getting credit towards the legacy entitlements. In order to get those, you need to start at level 1 and play through the original storylines. If you created other characters with the level 60 token and got credit, THAT's the bug.
