I don't think it's a bug though. They did say they were resetting a bunch of missions. I'm just grateful that I finally got one of them done a few months ago. I would have made sure to finish this quest, if BW told us that this quest would have reset with 4.0 I submitted a ticket and was told to comment on the forums.
