If you mean you are trying to click on one of the carbonite bounties outside one of the elevators on fleet and it won't let you, it typically means either that particular character has already done that once in the past (it's not repeatable) or that character isn't level 15. That character should still be able to go to the terminal in the cartel bazaar and obtain bounty missions. If neither of those conditions apply and you still can't obtain missions from the terminal, then it sounds like a bug and you'd need to submit a ticket.
