The Rakata's infinite empire at their peak or the Ancients in stargate at the peak of their technological level (not ascended) but with things like Atlantis-class city ships and Arora class battleships. We are also assuming that there is an active gate network in the galaxy where the war will take place and the Rakata have the Star Forge but the Ancients are not affected by their war with the Wraith.
