Sadly this doesnt work if you dont know the names of their alts to ignore as well. Sometimes people feel antisocial and dont want to be pestered to go help someone run their 87th alt through balmorra, or that lowbie you helped 3 months ago who wants you to hang out with them forevermore after because to them your their bestest friend ever now... If the game made it so you had to approve someone adding you to their friends list it wouldnt be an issue, but since any creeper can add you to see when your on, it can be a problem.
