Upon going to exchange the scrap, I noticed something strange... My scrap wasn't being consumed upon usage. I had already bought more than 20 worth of prototype materials, but only having 20 assorted droid parts, and it had stayed at 20. Thought I'd submit it here as a bug, as this can crash the economy.
