xeraphyne Posted May 5, 2015 Share Posted May 5, 2015 (edited) I've tried to rescue several civilians during the story quest Dead Center and only 1 civilian out of the many in the area of people's tower count towards this bonus quest and I've obliterated everything in the area several times right next to civilians trying to get this quest to work.
