Bug - Broken Implants

I'm looking at Massassi Force-Healer's MK-1 Motivator (192-rated). Stats are as follows:

194 Endurance

124 Willpower

48 Critical Rating

111 Alacrity Rating

 

Now let's look at the tanking and dps equivalents:

 

Massassi Duelists's MK-1 Implant (192-rated)

298 Endurance

206 Willpower

111 Shield Rating

114 Defense Rating

 

Massassi Force-Lord's MK-1 System (192-rated)

276 Endurance

241 Willpower

96 Power

111 Surge Rating

 

Why are 3 out of the 4 stats for the healing implant vastly inferior to that of the tanking and dpsing implant? You can see the same problem with the 198-rated implants for inquisitors, and this problem is not extrapolated to implant tokens that are dropped from operations. I find it very hard to believe these pieces of equipment are itemized as intended.

It just doesn't make sense.

Found something else to help support evidence that these itemizations are bugged

I'm hoping I can get a true or false confirmation in regards to the "working as intended"-type statement.

This is definitely not working as intended. None of the other healing classes have such a drastic drop in their stats when compared to the DPS equivalent.

 

Seriously the Massasi implant has +124 willpower vs +241 on the DPS!!!

 

I swear there are level 55 greens from Makeb that have better stats than the Force healer implants have right now.
