Unlike the other trainers, it isn't at the top of the list, you may need to scroll down a bit maybe?

Yeah. The things you can buy are listed in alphabetical order, so the new leveling ability isn't at the top.

Yup, it's in the middle, not at the top like the other trainers.

Yeah trick is to use the top left search tab in the vendor window and set it to cheap.
