Infiltration is very much group oriented, and while it works well in that regard, it doesn't quite perform that admirably solo, where you can't have a tank and a healer to tackle hard groups with and restealthing immediately resets enemies. The only downside to Infiltration is that you pretty much are forced to use a tank companion due to the heavy positional requirements. Other than that, the difference is minor, really. I'd say, pick whichever you're gonna use for PvP and/or end-game to get used to it. Personally, I much prefer Balance spec. Simply because during leveling and PvP I don't much care for constantly positioning myself.
