I leveled my jugg as rage and sentinel as focus (it's mirror), but that is a long time ago now. The one thing I can tell you is that rage gets much stronger at 29 when you will have both of the rather substantial buffs to smash. Just remember your big burst is obliterate to smash to force scream. And ravage would be your other heavy damage ability. Give carnage a try around level 48.
