Buy medpacks/adrenals or PvP weapons and trade them back for refund to reset the timer. I have maxed out ranked comms about an hour after I hit 40. I have a full set of normal PvP gear about a day after hitting 55. I was talking about the level 20 and 40 sets of gear not planetary com exchanges.
