What IS a "Power Base", precisely?

I see a lot of talk about "Power Bases" among Sith lore discussion. building them, having them, destroying other people's.

what does a Power Base consist of, exactly? and is this exclusive to Sith Lords? for example, do Jedi, or Agents or other non-force classes also build/maintain this sort of thing?

is it limited to the Inquisitor? does the Warrior have any kind of Power Base of his own?

Powerbases, for when you want something done or gotten but don't want to do it or get it yourself.

Basically, powerbases are composed of subservient actors who willingly serve and carry out tasks for their superior. Their presence grants an 'external power' in the form of influence, and an 'internal power' in the form of stability. They make it easier for someone to do things, and harder for others to do things to them.

You could say every player character in-game has a power base of at least five, with the companion characters fulfilling that role, but depending on the storyline it could be considered more expansive.

But rather than any real powerbase, most could be said to just have a network of allies. People willing to lend a hand or their support but not actually under someone's direct command. The Warrior, for example, doesn't have any organizations report to them, but could probably exert their influence over the Imperial Guard were they to flaunt their title. But they wouldn't be considered a part of their powerbase necessarily.

A power base refers to, as stated, a base of power. It is a network of resources that serve to provide you with tools or weapons to use as a base for which to empower yourself. A Sith's powerbase would be anything that provides them with tools for more power, be it an army, an assassin droid, elite companions, a literal base, a factory to produce weapons with, an explosives expert to create potent bombs, etc.

All characters can have a powerbase of sorts - allies are a kind of resource that are counted among those things that are a powerbase. Even connections are a power base, so the Bounty Hunter would ahve the power base of their connections to the mandos, the Jedi to the Jedi, the Sith to the Sith, etc.

Building a power base would be just that - building factories, gathering armies, establishing estates, buying droids. Destroying ones is the opposite, aim for those things under someone to have them collapse.
