It happens when talking to some of the mark givers on the planets. Not sure if it happens to all of them but it definately happens for the Voss and Dkass marks. I believe the one for the Voss Commando is intentional, since there's always some kind of voice modulation here and there concerning the species. However, I agree when it comes to the Chiss fellow on DK and the male BH. Either they used an iPod for the VA or there's something Bioware added on their end, when it comes to sound filters. Regardless, it sounds terrible but at least it's not widespread to other classes. EDIT: The one on Coruscant ALSO has lisp.
