The achievements have already been in place since update 2.5. Judging by the achievements however, I think that this is a different event unrelated to the stuff you did on Tatooine back in the day. My bet is another recurring event. It would seem better for it to be recurring and I was never able to attend because at the time I was too low level sadly....
