does the dread relic(level 50) RE glitch prevent the schematic from being learned?

I read in known issues that players will get the no information error when Reverse Engineering A dread relic from the classic gear vendor. It also said it won't give any crafting materials. I heard this glitch started with update 2.0. Does this glitch also prevent the schematic from being learned? I have read contradicting evidence on the internet. Did anyone that got the error message learn the schematic? Can someone who has the schematic please confirm? when did these dread relics become craftable? was this glitch an issue when they became craftable? Please respond as soon as possible.
