Is there an Embargoed Items Vendor?

I have an embargoed item, and in its description it states that the item can only be obtained from an embargoed items vendor. I cannot find any reference to that anywhere except one location, and they have no location listed for that vendor.

Is there such a vendor? If so, where can that vendor be found? If not, then why does the item reference such a vendor?

There are vendors in the Cartel Bazaar section of the fleet (bottom most section of the fleet for Empire, have to click an elevator button) that sells some of the popular embargo items for credits/cartel market certificates. You also need a certain reputation as well.
