New idea to a World PvP Scenario

When I was being ganked on tatooine I thought about how players that are sometimes max lvl do not come back to the lower lvl worlds and they rather play pvp or do dailies, but what if swtor implemented a so called "Bounty system" to the game. In terms if someone is being ganked on a planet, they in turn have a choice to put a bounty on the person who ganked them and the location of where they might be. Like being marked, the player who has this so called bounty gets some sort of commendations for gear or what not the longer they survive on the planet, and the person who kills the victim targeted by this bounty system also gets some sort of commendations plus the the number of commendations the victim has on them. It would be like a world event like Rift's rift scenario, but only activated on the fleet or wanted bounty kiosks. This would intern more players in a pvp combat type of event and bring more people to every world to defend fellow faction members and also have fun killing the enemy faction, plus get some cool type of orange item bounty gear.
