Weapon lvl 33 have less damage than a lvl 29

Okey i will post screen shoot of this. In Game chat ppl tell me that is the tech power, but the item I crafted have better stats in everything so I don't know if this is correct or some bug.

 

This is the pic where I'm equiped with the lvl 33 weapon. Look Damage and stats.

Now look this picture look my damage decrease. If the weapon said + max dmg and + min dmg ?? Why i have less damage ??
