rested XP how does it work

When your character is rested your bar is green, and you get an extra boost to the Exp you earn, if your characters bar is yellow or red, then head to a rest zone (cantina or ship) and wait until the bar resets to green.

 

However to answer the question in your post, if you are too high a level, then you won't earn Exp from missions, or from killing the mobs on the planet. The missions grey out if you are more than seven levels higher than what the mission level is, meaning no EXP, although you can still earn mission rewards. If you are more than seven levels higher than the NPC you are killing then you earn no EXP from killing them.

To add to this, Rested EXP only affects experience gained through combat, i.e. defeating enemies. It does not grant twice the amount of experience gained from exploring or completing missions.
