From my personal pts pvp experience i find little use for the talent and only take it as it is a pre-requisite for bodyguard. May it should be that if you rapid shot your target that has Kolto Shell (i find myself not keeping shell on myself all the time) it would trigger the Kolto shell effect on that target with a three second cool down on the talent.
