In SWTOR Jedi seem to get them when they are raised to knighthood, but 300 years earlier in the KOTOR era we see Padawans with lightsabers and during the Prequel era we know Padawans carried them because Anakin had one in AotC. The Sith seem to change with the times as well. In KOTOR all members of the Sith Academy carried one, but on the other hand the Sith Governor on Taris didn't have one and said he hoped his master would reward him with a lightaber for killing the PC. Kann's Brotherhood of Darkness normally gave them out to an apprentice who was raised to the rank of Lord of the Sith, but Bane was given one before that so it wasn't a hard and fast rule. Just before they finish their trials, the lightsaber construction is essentially the last trial. After this their graduation into full Jedi is essentially a formality, please note they are still apprentices, just fully appointed apprentices who are true Jedi.
