Khevar Posted December 19, 2012 Share Posted December 19, 2012 If you are a healer, make sure you specced Exploratory Surgery in the Sawbones tree. That should grant one stack of Upper Hand each time you use Underworld Medicine. If you are a dps, every time you use Blaster Whip (melee attack) or kill and enemy you should get one stack. At level 13 there are very few abilities that take advantage of Upper Hand. Pugnacity is one (energy regen), or Emergency Medpack. What is happening that makes you think it isn't working?
