When to Stack Aim VS Power for PVP

I am an assault Vanguard full war Hero with Elite Weapon and off hand

 

I can get to 1371 expertise

 

TO max DPS I was told to do all Power Augs and Max Power after 1200 experise

 

I have been stacking aim augs

 

WIth a 4 /6 31 assault build what is the best way to aug and expertise?
