Depends on the server. I run an extremely small(2-3 people) guild on Canderous Ordo that is a little like this. When we want to raid, we find other people and raid. The rest of the time we use the guild to either help each other, or just as a social channel that shows up in Green. Also, people like to comment on our guild name, so that's always fun.
