Possibly a dumb idea but : Level cap gear teirs determine what you que for. Allow player to build up the next teir set but as soon as they put even on peice on, they go to the next bracket. So wait to put it on until you have the whole set. So brand new 50's run around with other brand new 50's till they have the first tier set put together. Put that on move up to the next bracket.
