If you're not going to run Annihilation and you are focused on PVE I would go Carnage. While Rage has nice AoE we no longer have access to 1 Rage Smash and Sweeping Slash, so focusing on AoE is kind of moot at this point. It's too gimicky to be considered real sustainable damage for PVE, so if you just don't want to be Annihilation I would say Carnage is your only other option.
