Hit accept and then read the tooltip for Merciless. Now put 3 points into Duel-Wield mastery, hit accept, and read the tooltip again. Beyond that, for PvP, you're almost assuredly going more than 31 into watchman(no reason not to tbh), so you're not going to have enough points for both the resolute heal and the 15% slash crit.
