If by ranged damage you mean weapon damage, yes, it is weapon damage. is it 100% accuracy, or shot accuracy. I do not know. It is subject to standard defenses - meaning it is both reduced by armor and also can be shielded, dodged, or deflected. It has a 90% base accuracy rate just like all ranged and melee weapon attacks.
