It's an attempt to make Arsenal work better in PvP (quite honestly I believe the role of the turret guy should be defending spawn points with a healer nearby, not attacking...that's for mobile pyros). Anyway, this is an attempt to get a little better survival out an arsenal (the ability to pop your heals in with less pushback and greater effect - if only there were a heat cost reduction skill to take for the heals...).
