They didn't have this option at release because this game was aimed at trying to sell to as many people as possible Teen market and they knew they might get some bad blowback from having homosexual relationships in a Teen focused game. So, they didn't put those romances in at release and will add them in later since "gameplay experience may change online" and all that. I think you're giving them too much credit, here. During beta, we were told that the words "gay" and "bisexual" don't even exist in the Star Wars universe. I'm willing to bet, therefore, that there were no plans to add any homosexual romance arcs to the game. Thankfully, the community called them out on this way and they backed down. Same gender romances with companion characters in Star Wars: The Old Republic will be a post-launch feature. Because The Old Republic is an MMO, the game will live on through content expansions which allow us to include content and features that could not be included at launch, including the addition of more companion characters who will have additional romance options.
