Eliminator gives you a -5sec CD on bump (2p) and a +15% crit on rail shot (p4) if I remember, so take it, it's the best thing for Pyro you can get. It does have the rail shot crit tho. Is it worth it over tech armor just for crit on rail? Rail is the most important, and most damaging move for a Pyro by far, but the tech armor gives bonuses to carbonize, determination, and rocket punch (the same 15% crit that rail gets), which are all three used constantly.
