Shield Specialist can put out comparable damage. It's definitely not ideal for that role, but it's not awful. I was meaning if he wants an actual tank spec he can only spec into shield. Tactics and Assault focus on dps and mobility, not increased armor, absoprtion, shield chance - tank stuff. If you find energy blast underwhelming and have no ammo problems, you can try a shieldgut spec. If you are willing to give up some mitigation for improved DPS, try stormgut or stormbolt.
